Winter Heating Payment in Scotland

The Winter Heating Payment is a single annual payment made by Social Security Scotland to households in Scotland receiving a qualifying low income benefit¹. The current payment is £62.00¹. For winter 2025 to 2026 the amount was £59.75², and guidance for winter 2026 to 2027 gives £62.00³. It is paid automatically: there is no application form, and Social Security Scotland uses the data it already holds to decide who gets it¹.

The defining feature is that it does not depend on the weather. The Cold Weather Payment that operated across Great Britain paid for each qualifying week of extremely cold weather, so a Scottish household in a mild winter could receive nothing at all. The Scottish replacement is paid regardless of weather conditions in the area⁵, which converts an unpredictable trigger into a guaranteed, if modest, annual sum.

Two related but separate payments sit alongside it: the Pension Age Winter Heating Payment, worth between £105.55 and £316.70 a winter and made to households including someone over State Pension age⁶, and the Child Winter Heating Payment for disabled children and young people, £255.80 in winter 2025 to 2026 rising to £265.50 in winter 2026 to 2027⁷. A household can hold more than one of these at once, and each has its own rules, timing and deadlines.

How much it is worth, and how the figure has moved

The payment is a flat cash sum per eligible household, not a percentage of a bill and not linked to consumption. The current figure published by the Scottish Government is £62.00¹. Independent guidance agrees: £62.00 paid between December and February³, and £62 for people on certain benefits¹⁰. For the preceding winter the figure was £59.75, described as a single annual payment to all eligible households for winter 2025 to 2026⁸, and consistently given as £59.75 by advice organisations². An earlier Consumer Scotland figure of £58.75 was current in 2024⁹, and the £55.05 payment was the one made during December 2023 and January 2024¹³.

The direction of travel matters less than the scale. The scheme began life as Low Income Winter Heating Assistance, proposed as a single annual payment of £50 to all eligible households receiving income related benefits¹⁴. Each uprating since has been a few pounds. Against a winter heating bill, £62.00 is a contribution rather than a solution.

The cost to the Scottish budget shows how the sums add up across the country. An estimated £28.3 million was allocated through the Winter Heating Payment for the winter announced in November 2025¹⁵; an earlier figure of £23 million and 418,000 recipients in Scotland has also been published¹⁶. The Scottish Government considered raising the payment to a suggested £75 to £100, which it modelled as increasing forecast annual expenditure from £20 million to between £30 million and £40 million¹⁷. That trade off, more per household against a fixed budget, is the reason the figure has risen slowly.

Who qualifies: the benefits route

Entitlement is tied to receipt of a qualifying benefit during a set period, not to income assessed directly, and not to the type of heating used. The rule is simply to live in Scotland and get a qualifying benefit³. Qualifying benefits named in advice guidance include income based Jobseeker's Allowance and Support for Mortgage Interest¹⁸.

The Scottish Government describes the targeting more broadly: the payment is aimed at people on a low income who are of pension age, a disabled adult, or a family with responsibility for a child under 5 or a disabled child, in receipt of qualifying low income benefits¹⁷. The underlying logic is that these groups spend more hours at home in winter and need higher indoor temperatures.

Two consequences follow for households thinking about their own position:

• Entitlement follows the benefit. A change in a benefit award during the relevant period can change entitlement, because Social Security Scotland works from benefit data rather than a fresh means test¹.
• Nothing about the home itself counts. A poorly insulated off gas rural cottage and a well insulated flat with the same benefit award receive the same £62.00¹. What changed when it replaced the Cold Weather Payment

The Cold Weather Payment scheme in Scotland was replaced from winter 2022 to 2023 by what was then called Low Income Winter Heating Assistance²⁰. The old scheme paid £25 per week for each week of extremely cold weather¹⁶. The replacement was designed as an annual payment not based on temperature levels¹⁸, with the Scottish Government's stated plan being a new annual payment of £50 for all low income households currently eligible for the Cold Weather Payment, covering around 400,000 people in Scotland¹⁶.

The UK government's own guidance confirms the split: households in Scotland may get an annual Winter Heating Payment instead, and will get it regardless of weather conditions in the area⁵. Cold Weather Payments are also different from Winter Fuel Payments⁵, a distinction that still causes confusion because all three schemes share the word winter.

The gain is certainty. Every eligible household in Scotland now knows a set sum is coming each winter, whatever the weather, and the payment reaches households in areas that rarely crossed the old temperature thresholds. The loss is the upside: in a severe winter, a household that would once have collected several weekly Cold Weather Payments now receives the same fixed amount as everyone else. When payments arrive, and the letter that comes first

The Winter Heating Payment is paid from December and through winter each year¹. In practice the window is December to February⁴, and payments should be made automatically between December and February⁸. Payments for winter 2025 to 2026 began from December 2025¹².

Before the money arrives, Social Security Scotland sends notice: a letter or an email telling the household the payment is coming¹. The payment itself goes directly into a bank or building society account, or through the Payment Exception Service where a household does not have a suitable account¹¹.

The February end of that window has been recognised as late for a payment meant to help with winter heating, and the Scottish Government committed to exploring the feasibility of moving the February payment date forward following delivery of the scheme¹⁷. For a household paying by direct debit or, more acutely, buying heating oil or prepayment credit up front, a payment arriving in February covers a bill already incurred.

If the payment does not arrive

Because the payment is automatic, the failure mode is silence: no letter, no money, and no application record to chase. The route back in is a request to Social Security Scotland, which should be sent if a household believes it missed a Winter Heating Payment that it should have got¹. Timings for chasing differ by scheme:

1. Winter Heating Payment: expect payment between December and February⁴. Contact Social Security Scotland if nothing has arrived by the end of that window¹.
2. Child Winter Heating Payment: contact Social Security Scotland if nothing has been paid by 31 December 2025⁷. The scheme is designed to ensure support is delivered by 31 December each year²³.
3. Pension Age Winter Heating Payment: most payments are made in November or December, with a letter beforehand²⁴.

Pension Age Winter Heating Payment: rates, qualifying week and deadlines

This is a separate benefit for people of State Pension age. It helps people of State Pension age pay their heating bills²⁶ and has replaced the Winter Fuel Payment for people in Scotland²⁶: UK government guidance now states plainly that a person in Scotland cannot get a Winter Fuel Payment and might be eligible for the Pension Age Winter Heating payment instead²⁷.

Each winter a household could get between £105.55 and £316.70, with the amount depending on personal circumstances including age and who else lives in the household¹⁰. It is paid once a year³⁰, into the same account as the State Pension or any Social Security Scotland benefits received²⁶. Over 800,000 households of older people in Scotland are potentially affected¹⁶, and almost 250,000 of those pensioners are on very low incomes, many of whom should be but are not in receipt of Pension Credit¹⁶. For winter 2025 to 2026 the Scottish Government allocated £157 million through the scheme, after payment recovery from pensioners with a taxable income above £35,000¹⁵.

Because the payment is taxable income territory for higher income pensioners, the scheme rules are explicit that "HMRC will take your Pension Age Winter Heating Payment back"²⁶. Opting out is possible: a household that does not want the payment can complete an online form, which requires personal details including a national insurance number, by 19 October 2026 for winter 2026 to 2027²⁴. Opting out is durable, not annual: no payment is made in future years until the person contacts Social Security Scotland and opts in again²⁹. Child Winter Heating Payment: a separate payment for families

The Child Winter Heating Payment is a benefit from the Scottish Government³¹ made to disabled children and young people and their families to help with increased heating costs over winter³¹. It is a one off, tax free payment³² and an extra payment is available for each eligible child¹⁸. Eligible children and young people living in Scotland do not need to apply: the payment is made automatically²¹.

The amounts are substantially larger than the general Winter Heating Payment, reflecting the higher heating need of a household where a disabled child spends long periods at home. The payment was £255.80 in winter 2025 to 2026⁷ and rises to £265.50 in winter 2026 to 2027³. The Scottish Government allocated £11.4 million through the scheme in the winter announced in November 2025¹⁵; an earlier cost figure of £7.2 million has also been published³³. What these payments do, and do not do, for energy independence

Cash payments reduce the pain of a bill. They do nothing to reduce the bill itself. A household receiving £62.00¹ is still buying the same number of kilowatt hours from the same supplier at the same unit rate, still exposed to the wholesale market, and still dependent on whatever fabric and heating system the house happens to have. Independence from that exposure comes from insulation, heating system change and generation, not from annual transfers.

Three specific dependencies remain visible in the design:

• Dependence on benefit status. Entitlement flows from holding a qualifying benefit³. Lose the benefit, lose the payment, in the same winter the household may be least able to absorb the loss.
• Dependence on administrative data. Because Social Security Scotland decides from the data it holds¹, a household with no way to trigger a claim relies on those records being right, and the remedy is a request after the fact¹.
• Dependence on a fixed sum against a variable bill. The payment is the same whether the home is an all electric flat or an off grid oil heated house, and the same in a mild winter as a hard one⁵.
