Ofgem published version 4.0 of the ECO4 Measures Table on 26 June 20251. The table sits alongside the ECO4 Delivery Guidance and sets out which measures are eligible under the scheme and the conditions attached to them. The same summary of updates records that the new version adds a sub-row within District Heating Connection (DHC) covering connections using shared ground loops (SGL) only2.
The ECO4 scheme is the current Energy Company Obligation, funded through energy suppliers and delivered to households meeting eligibility rules. The measures table is the reference document that determines what can be installed and claimed. Version 4.0 also covers room-in-roof insulation and solar PV eligibility1.
Solar PV has been the subject of repeated drafting changes. Version 3.0 of the delivery guidance, published 7 August 2025, updated paragraph 5.209 to require that some electricity generated must be used in the heat of the domestic premises, added paragraphs 5.211 to 5.214 on Solar PV requirements and eligibility, added paragraph 5.220 on battery storage installations, and added paragraphs 6.123 and 6.124 on installing solar PV where a pre-existing system is already present1. The same version noted an exemption of solar PV measures from the notification of two separate measures where the POPT for each measure notified is the proportion to the heated floor area served by each system1. Households looking at this route can read whether solar panels can be obtained through ECO4.
On electric heating, the summary records that under the first ECO4 legislative amendments on 14 August 2023, electric storage heaters and Electric Heating Systems are classed as renewable heating systems when installed in a home which has solar PV or receives solar PV as part of the same project1.
The measures table has been revised several times. The summary lists version 3.0, version 2.0 and version 1.1 before version 4.01. The delivery guidance has moved through versions 1.0, 1.1, 2.0, 2.1, 3.0, 3.1, 3.2 and 4.0, with publication dates running from 14 October 2022 to 26 March 20261.
