Welsh Fuel Support scheme opens for applications

The Welsh Fuel Support scheme opened for applications on 26 September 2022, offering eligible households a one-off £200 cash payment from their local authority¹. Applications are made to local authorities through their websites, and each council may run different arrangements for processing them².

The payment is for support towards winter fuel bills and is in addition to the Winter Fuel Payment paid by the UK government¹. Payment timing is not fixed centrally. Care & Repair Cymru states the money will be paid in autumn or winter 2022/23, with each local authority keeping its own schedule and able to give details when an application is made³. The Welsh scheme sits alongside other support for the same winter. The Energy Bills Support Scheme gives every household with a domestic electricity connection in England, Scotland and Wales a £400 rebate on electricity bills, paid in six instalments from October 2022¹; Warm Wales sets the instalments at £66 in October and November and £67 in each of December, January, February and March⁴. The Warm Home Discount is a £150 discount on electricity bills between October 2022 and March 2023 for those receiving the guaranteed credit element of Pension Credit or on low incomes meeting their supplier's criteria¹. The Winter Fuel Payment, for people born on or before 25 September 1956, is worth between £250 and £600, with most payments made automatically in November or December and expected by 13 January 2023¹. Why it matters for households

The £200 is a cash payment rather than a credit on an energy account, which means it can reach homes that do not buy gas or electricity through a supplier account, including those heating with oil, LPG or solid fuel³. For a household off the gas grid, none of the electricity-linked support, the £400 rebate or the £150 Warm Home Discount, offsets the cost of the fuel that does most of the heating.
