Ofgem publishes ECO4 Measures table version 4.0

Ofgem published version 4.0 of the ECO4 Measures table on 29 July 2025¹. The table sets out the energy efficiency measures that can be installed under the fourth Energy Company Obligation scheme, ECO4¹. Ofgem states that it is not a definitive guide to the scheme rules and must be used alongside the ECO4 Delivery Guidance¹.

The table lists measures by category and shows eligibility across four tenure and SAP band combinations: owner-occupied homes in SAP bands D to G, private rented sector homes in SAP bands E to G, social housing in SAP band D, and social housing in SAP bands E to G¹. Ofgem notes that for heating measures in particular, including heating controls and solar PV, the ECO4 Delivery Guidance contains additional eligibility rules not covered by the measures table¹. It also states that Standard Alternative Methodology and Data Light Measure eligibility is based on the underlying measure type, so a SAM which is a heating control has the same eligibility as other heating control measures¹.

The table carries two publication dates in its own text: the introduction sheet records version 4.0 as published on 29/07/2025, while the measures sheet records version 4.0 as published 07/08/2025¹. No explanation for the difference is given in the document.
