BEIS minister confirms £200 Domestic Alternative Fuel Payment timing

A BEIS minister has told MPs the £200 Domestic Alternative Fuel Payment will be paid in the New Year, with most households receiving it through their electricity bills.

The £200 Domestic Alternative Fuel Payment will be made in the New Year, a Department for Business, Energy and Industrial Strategy minister has confirmed to MPs. The UK and Ireland Fuel Distributors Association, which represents heating oil distributors, reported the confirmation on 1 December 20221.

The payment mechanism for most customers continues to be through their electricity bills, UKIFDA said, with additional information expected shortly1. The association said the extra clarity was important because it meant customers could plan their budgets accordingly1.

The Domestic Alternative Fuel Payment sits alongside the wider Energy Bill Support Scheme payments, the £400 instalments paid to households with a domestic electricity supply. Households that do not use mains gas for heating, including those using heating oil, are the group the alternative fuel payment is intended to reach. The sources do not set out the eligibility rules, the application process, or whether any household will need to apply, and none of that has been reported here.

UKIFDA also said it continued to strongly advise customers to purchase their heating oil as usual ahead of cold weather, and that talking to local distributors on a regular basis rather than leaving purchases to the last minute was the best and most economical approach1. That is the association's own guidance to its customers, not a statement of government policy.

The same UKIFDA statement page also records the appointment of Ken Mackness as the association's Chief Executive Officer, dated 1 December 20221.

Why it matters for households

For a home that heats with oil, LPG or another fuel delivered rather than piped, the £200 is the route by which the government's crisis support reaches the household, because the £400 electricity bill discount does not reflect the cost of the fuel actually burned for heat. Delivery through electricity bills means the money arrives without a separate claim for most households, but it also means the timing is tied to the electricity billing cycle rather than to when oil is bought. A household that fills a tank in December is therefore paying the full price of that oil before the £200 arrives.

That gap is the practical point for energy independence in an off-gas-grid home. Heating oil is bought in bulk, at a price set when the order is placed, and stored on the property. The payment does not change the price of the fuel or the size of the tank; it changes the household's cash position some weeks later. UKIFDA's own framing, that customers should buy as usual and keep in contact with distributors, reflects the fact that the support is a rebate on money already spent rather than a discount at the point of purchase1.

What happens next

The payment is to be made in the New Year, according to the minister's confirmation as reported by UKIFDA1. Further information on how the payment will be delivered is expected shortly1. No date, no eligibility criteria and no delivery timetable beyond that have been reported.
